See which Louisiana officials signed NDAs for SpaceX’s ‘Project Osprey’

A massive secrecy operation known as Project Osprey has come to light following Governor Jeff Landry’s announcement of a planned 100 billion dollar SpaceX spaceport in coastal Vermilion Parish. Records obtained through public records requests reveal that dozens of state officials, local leaders, and private consultants signed strict nondisclosure agreements to keep the project hidden from the public eye. These legal shields extended far beyond the Louisiana Economic Development agency, reaching into the Department of Transportation, the Department of Environmental Quality, and even high ranking legislators including Senate President Cameron Henry.

The scale of the project is staggering, promising roughly 3,000 permanent jobs at a site situated between two wildlife refuges south of Pecan Island. To secure the location, the state sold a 125,000 acre tract to SpaceX for 100 million dollars, land that had originally been acquired from ExxonMobil as part of a settlement over coastal pollution and land loss. While the governor defended the use of NDAs as a necessary tactic to prevent competing states like Texas from stealing the deal, critics argue that such widespread secrecy undermines democratic transparency.

Beyond government offices, several corporate entities also entered into silence agreements, including utility giant Entergy and various consulting firms. This approach reflects a broader trend under Governor Landry’s administration, which has utilized more than 300 NDAs to court tech titans like Google, Amazon and Meta for massive regional developments. The strategy aims to make Louisiana more competitive in attracting industry but creates what Steve Procopio of the Public Affairs Research Council describes as a significant tension between economic growth and the public’s right to know how tax dollars and resources are being allocated.

Local officials in Vermilion Parish generally view the secrecy as common sense given the stakes involved in such a historic investment. However, advocacy groups continue to push for clearer legislative guidelines on when these deals must be brought into the open for public debate. As SpaceX prepares to build what could be one of the largest spaceports in the world, the conversation has shifted toward whether Louisiana needs better safeguards to ensure that huge industrial wins do not permanently sideline governmental accountability.
